By Assembly Bill (AB) 2234, the following information is provided for transparency for residential development post-entitlement processing.
Post-Entitlement Requirements:
Building Permits:
- Building Permits include architectural, Landscape, Demolition, and Temporary Facilities. The City of Seal Beach Planning and Building Divisions has a comprehensive list of all submittal items required for Building Permits as well as the permit process for Detached Single-Family Residential, Attached Single-Family Residential, Multi-Family Residential, Accessory Dwelling Units, and Mixed-Use available online at this link.
- Processing times for Building and Planning Divisions review of building permit applications will take one to three business days.
- Further information specific to streamlining the Accessory Dwelling Unit permit review can be reviewed online at this link.
Grading Permits:
- Grading Permits include Rough and Precise grading. The City of Seal Beach has a comprehensive list of all submittal items required for Grading Permits as well as the permit process for grading associated with the development of Detached Single-Family Residential, Attached Single-Family Residential, Multi-Family Residential, Accessory Dwelling Units, and Mixed-Use available online at this link.
- Processing times for Public Works & Engineering Division reviews of Grading Permits can vary depending on the completeness of the submittal package received. The first-round plan check review ranges from five to ten business days. All subsequent reviews would have a quicker turn-around time.
Encroachment and Transportation Permits:
- Encroachment and transportation Permits include encroachments into public rights of way or City lands and transportation haul routes. The Encroachment & Transportation Permit Applications, which include the submittal items for these permits are online at this link.
- Processing times for Public Works & Engineering Division reviews of Encroachment permits vary depending on the scope of work, varying from two business days for simpler projects to ten business days for more complex projects.
- Processing times for Public Works & Engineering Division reviews of Transportation Permit Applications may take up to 24 hours but are typically processed over the counter, when possible.
Outside Agency Reviews:
The following outside agencies may require review of plans and/or fees prior to the City being able to issue permits.
- Orange County Fire Authority (OCFA)
- Orange County Sanitation District (OC San)
- South Coast Air Quality Management District (SCAQMD)
- Orange County Health Care Agency (OCHCA)
- SoCal Edison
- SoCal Gas
- Homeowners Association
- Los Alamitos Unified School District (LAUSD)
