Planning Commission

The Planning Commission is comprised of five members appointed by the City Council. Planning Commissioners must live in the District they represent. As they review and approve development projects, the Planning Commission is guided by State Environmental law (the California Environmental Quality Act – CEQA), the City’s General Plan, and Zoning Code. The Planning Commission meets the first and third Monday of the month (or on Tuesday if Monday is a holiday) at 7:00 p.m. in the City Council Chambers. Specific duties and powers of the Planning Commission are contained in Chapter 3.10 (Boards and Commissions) of the Municipal Code.

Environmental Quality Control Board (EQCB)

The ECQB is comprised of five members appointed by the City Council. EQCB members must live in the District they represent. EQCB gathers public input on environmental issues and provides comments on environmental documents prepared by the City, as well as those of other jurisdictions, if the project will impact Seal Beach. EQCB meets the fourth Wednesday of the month at 6:00 p.m. Specific duties and powers of the EQCB are contained in Chapter 3.10 (Boards and Commissions) of the Municipal Code.

Ad Hoc General Plan/Local Coastal Plan Citizens Advisory Committee

The Ad Hoc Committee is a fifteen-member committee comprised of residents, one City Council Member, one Planning Commission member, and one member of the EQCB. The Committee reviews all matters related to development and adoption of a Local Coastal Plan and any amendment to the City’s General Plan. The Committee meets on an as-needed basis.

Archaeological Advisory Committee (AAC)

The AAC is comprised of five members appointed by the City Council, but unlike other commissions and committees, members do not need to live in the City of Seal Beach. This is due to the technical nature of the issues for which the AAC provides review and comments. The AAC meets on an as-needed basis.
