The Seal Beach Police Department is ringing in the New Year by
promoting four officers to the ranks of corporal, sergeant, and lieutenant.

In September of 2020, the Seal Beach City Council approved a comprehensive Police
Department Reorganization Plan. With the approval of this plan, the Seal Beach Police
Department was approved to promote two police sergeants to the rank of lieutenant.
This restructuring will ensure that patrol officers, including patrol sergeants, will remain
in the field and be available to respond to emergencies in the community. The newly
promoted lieutenants will assume much of the administrative works that is required of a
modern, professional law enforcement agency. As a result of the lieutenant promotion,
this also created a vacancy for a sergeant and corporal.

Detective Jeff Gibson will be promoted to the rank of Police Corporal. He will be
reassigned from the Seal Beach Police Department’s Detective Bureau and will return
to patrol. Corporal Jeff Gibson has served as a police officer for 17 years and joined the
Seal Beach Police Department in 2008. Prior to this promotion, Corporal Gibson worked
as the lead investigator within the Detective Bureau. Throughout his career, Corporal
Gibson has worked a variety of assignments including Patrol, Motor Officer, Field
Training Officer, S.T.A.R. Team, Beach Patrol and Explorer Advisor. Corporal Gibson is
currently finishing his Bachelor’s degree in Public Safety and was awarded Police
Officer of the Year in 2016 and 2018. In his spare time, Corporal Gibson enjoys
spending time with his family, riding motorcycles and surfing.

A police officer will be reassigned to the Detective Bureau to fill the vacancy left by
Corporal Gibson.

Corporal Jordan Mirakian will be promoted to the rank of Police Sergeant. He will
remain assigned to the patrol bureau and will oversee a shift of patrol officers. Sergeant
Mirakian began his law enforcement career in San Diego in 1998. Sergeant Mirakian
has worked in a number of assignments including Community Oriented Policing, Field
Training and Investigations. He was also a sergeant for nine years while working for a
police agency in San Diego. In 2017, he was hired by the Seal Beach Police
Department and has helped revamp the Department’s social media team. Sergeant
Mirakian holds a bachelor’s degree in criminal justice. A graduate of Los Alamitos High
School, Sergeant Mirakian is excited for this new chapter in his career in the place he
has always affectionately called “home.”

Sergeant Julia Clasby will be promoted to the rank of Police Lieutenant. She will be
assigned to help oversee the Support Services Bureau and will work directly with
Captain Mike Ezroj. Lieutenant Julia Clasby has been a police officer for 12 years and
joined the Seal Beach Police Department in 2014. She has worked various assignments
including patrol, field training officer, bike patrol, explorer advisor, emergency services
coordinator, and investigations. Lieutenant Clasby has served as an Honor Guard
member, Peer Support Team supervisor, Drug Recognition Expert, and patrol Watch
Commander. She holds a bachelor’s degree in Business Management Economics and
a master’s degree in Emergency Services Administration. Lieutenant Clasby is a die-
hard Laker fan who loves cycling and going to country music concerts. When not at
work, she spends every waking moment with her family.

Sergeant Nick Nicholas will be promoted to the rank of Police Lieutenant. He will be
assigned to help oversee the Operations Bureau and will work directly with Captain
Michael Henderson. Lieutenant Nicholas has been with the SBPD since 2010. He was
previously assigned as the Operations/Administrative Sergeant and Public Information
Officer. Lieutenant Nicholas was the Department's Narcotics Detective and worked as a
patrol watch commander, field training officer, terrorism liaison officer, explorer post
advisor, homeless liaison officer, and beach/bike patrol officer. He is recognized by the
International Association of Chiefs of Police as a Drug Recognition Expert and is a
licensed Emergency Medical Technician. Lieutenant Nicholas holds a bachelor’s
degree in Public Administration and a master’s degree in Political Science. In his off
time, Lieutenant Nicholas enjoys going to concerts and playing guitar.

“I cannot be any more proud of the leaders that we are promoting within our ranks,” said
Chief of Police Philip L. Gonshak. “I have worked with each one of these supervisors
very closely, and I know they will excel in their new positions. Special thanks should be
given to the Seal Beach City Council Members for approving the Department
Reorganization Plan and to City Manager Jill Ingram for her support and direction. The
Seal Beach Police Department will become a more effective and efficient organization
as a result of these promotions.”
